It helps to know a little programming if you are building databases into your site, but not at all required for most blogging. You can set up a blog at blogger.com for FREE in less than 30-minutes. The software is somewhat limited, but I see a lot of great blogs on blogger. I first used blogger, became familiar with blogging, then moved on to WordPress.
